Populism in East Central Europe: a Legacy From State Socialism?
public lecture by Prof. Dieter Segert (University of Vienna), followed by a discussion with the participation of d-r Rumiana Kolarova /Sofia University/ and Prof. Anna Krasteva (New Bulgarian University)
Populist politics has recently emerged as a strong force in East Central Europe. Since the system change in 1989 distrust in institutions especially in parties and parliaments has reinforced itself. A tendency to personalize politics has provided favourable conditions for political populism in these countries. There are signs of these tendencies in other East Europeans societies as well. The reasons of this phenomena are disputed: is that a result of political trends in a globalised world, of general emergence of media democracy, or a legacy of state socialism? The lecture tries to verify or to falsify mainly the last thesis.
Moderator: Prof. Anna Krasteva (New Bulgarian University)

Social Dimensions of Psychoanalysis: Politics, Culture, Education, Society
public lecture by Prof. Alfred Pritz
Moderator: Dr. David Ieroham, M.D.
How and to what extent does psychoanalysis reflect the contemporary social realities? Is there space in Bulgaria for psychoanalysis, psychoanalysts and psychotherapy?
Psychoanalysis has its own reading in various cultural, political and social processes. In most cases it does not coincide with the readings theoreticians and analysts interpreting those processes for the public domain do. The nature of psychoanalytical approach relates to unconscious processes. Often its reading of those processes has its own style and senses that all other approaches lack. That reading is not obligatory but it is not a secondary one either. Psychoanalytical approach creates new meanings and opportunities for orientation in the present and deserves to get its position amongst other approaches exploring social realities.

Post-Accession Slovakia: Cohabitation of Populists and Liberal Democracy
public lecture by Grigorij Meseynikov (Institute for Public Affairs (IVO), Slovakia)
One of the main points of the lecture  is the extent of the impact of populist parties on the state of society and the democratic institutions in Slovakia. In the period prior to country’s NATO and EU membership, it was only the active resistance on the part of Slovakia’s pro-democratic civil society, which has kept the country from subverting the liberal-democratic political order there. Thanks to Slovakia’s full-fledged EU membership, the system of democratic institutions is now much more consolidated; the populists do not openly question democratic rules and their immediate participation in government does not threaten to undermine the liberal democratic regime.

Belgrade, Pristina, Ankara: Does the EU Have a Strategy for South Eastern Europe?
public lecture by Gerald Knaus (European Stability Initiative)
Ever since the dramatic events in Kosovo in 1999, the European Union sees the EU membership trajectory for the Balkan countries as a tool for stabilisation of the region. The “EU membership promise” has been perceived as an instrument of excercising soft power over a region that includes Turkey as well. With recent developments across the Balkans, is the EU soft power fading away?

Horror, not Honour: Politics of Memory in Poland
public lecture by Irena Grudzinska Gross (Poland)
The post-1989 changes in Eastern Europe, and especially those after the EU accession, caused an almost unbearable tension between the need to maintain national and personal continuity on the one hand and the necessity to open old (physical and mental) borders and concepts of national history on the other. Hence the growth of nationalism, which is kind of an alergic reaction to the post-sovereignity national existence within the European Union. An example of that reaction are the discussions about the past and its meaning that are now raging in Poland.

“Polish Politics: Democratic Deficit and Party System Institutionalization”
public lecture by prof. Radosław Markowski (Poland)
In his lecture Professor Markowski outlines the central features and peculiar developments of the party system in Poland with a special focus on the recent, post - EU accession period. He looks for the sources of the fluidity and the lack of ‘systemness’ of the Polish party system in the post-communist transition period of the country and offers an explanation for the recent shifts in popularity of the Eurosceptic, radical anti-systemic parties in Poland. The paradoxical situation of the highest in the region voter volatility coupled with the lowest turnout at elections is also at the focus. Yet it is the alarming trend in Polish politics of questioning the very pillars of liberal democracy not primarily by the general population but mainly by the new political elite, which ia at the centre of the public talk of the prominent Polish political scientist.

Attentive Technology Today
lecture by Dr Stavri Nikolov - Director and Head of Research - Attentive Displays Ltd, UK
Attentive Displays are (software and hardware) display systems that monitor, sense and process viewer attention and behaviour with the purpose of dynamically modifying and tuning the information content they present to the cognitive resources of the viewer and his needs, and allowing real - time interaction with this content. To achieve this, attentive displays typically sense non-verbal cues such as presence, proximity, body orientation, gestures and eye gaze of the viewer. In particular, eye fixations have been shown to correlate well with the locus of attention.

How do the contemporary European nation-states respond to demands for pluralism by their diverse populations? Is pluralist national citizenship a viable concept?

Celebrating Diversity
public lecture by the Iranian intellectual Ramin Jahanbegloo
Moderator: Ivan Krastev
‘No culture can live, if it attempts to be exclusive,’ said Mahatma Gandhi. Today, no one is untouched by the impact of diversity in our world. Cultural diversity has become our everyday reality. The world has some 6000 communities and as many distinct languages. Such vast difference naturally leads to diversity of vision, beliefs, values and practice. Progress in mass communication and transport technology in today’s world has enabled us to overcome geographical boundaries and being inter-linked to such an extent that a local carnage in Rwanda or a bomb explosion in Baghdad has an immense impact on an ordinary citizen in Spain, in Japan or in Australia. Therefore, globalization is not just about an extension of market principles or an increase in capital flows. It is also about the cross-border flow of ideas that affect cultural diversity… The question is neither to idealize nor to reject the ‘other’. We must overcome deformations that usually go under the name of ‘Orientalism’ or ‘Occidentalism’, because the celebration of diversity is an antidote to terror wars and culture clashes….

Enlightenment vs. Fundamentalism. Whom Belongs the Language of Art?
public lecture by Mikhail Ryklin, with screening of the film “Responsible for everything!” (Anna Alchuck, documentary, Russia, 11 min.), followed by a discussion
In his talk Mikhail Ryklin will describe and analyse the events around the destroyed exhibition “Beware, Religion!” (Moscow, January 2003) in an attempt to foresee what consequences it will have for the future of contemporary culture. Who has the right to interpret artworks? Is one (i.e. the artist) entitled to use the religious (Christian) symbols in his work without paying regard to their ritual role in the church? Should artist take risks defending his language or should he just obey to the law of the strongest (in the most cases the strongest is one, who gets the support of the State, the market etc.)?

The Russian Media Scene: Institutional Decline and Industrial Rise
public lecture by Maria Lipman, editor, Pro et Contra journal, Carnegie Moscow Center
During Putin’s presidency the Kremlin policy has taken mass-audience media under control and radically marginalized those outlets that still pursue relatively independent editorial lines. The Russian media are fully de-institutionalized: they cannot serve as a tool of public accountability, nor can they serve as a channel of feedback between the government and the society. Those media outlets that are still relatively independent make no difference in policy-making, since they are not integrated in a democratic network of checks and balances - for the simple reason that all democratic institutions have been emasculated and reduced to mere facade. In the meantime, as a business, or as an industry the Russian media have flourished, especially in the past couple of years. New media empires are on the rise, but they shun away from political and public-affairs media.

An Apology of Antagonism
public lecture by Sławomir Sierakowski, Poland
In his lecture Sławomir Sierakowski will look for the sources of the crisis in Central Europe in the general trend after the end of the Cold War to perceive and advertise liberal democracy as a non-controversial political ideal with no alternative. The dominant interpretation of this ideal is a consensus-based liberal democracy, on which the wise and rational elites are the only political actors with a right to voice the values and defend the interests of the coherent, non-antagonistic societies, silencing thereby any disagreement and conflict there. This idealized picture is not true to some fundamental facts of political reality, which is by its nature deeply antagonistic and pluralist. The recognition of this fact requires urgent and thorough revision of the currently dominant interpretation of the democratic ideal.
